SUBJECT:

ALLEGATION RE: FERMI FEEDWATER PUMP / TURBINE FAILURE (50-341) (AMS NO. RIII-86-A-0005)

Your memo dated March 26, 1986. (Enclosed)

The following information is furnished for your use in contacting Monroe County Commissioner Frank Kuron.

On January 8, 1986, an individual telephoned Region III and spoke with T. N. Tambling.

The individual was concerned with the Fermi main feedwater pump / turbine and stated that the problems with the turbine were caused by "the incompetency of those planning, supervising, and doing the work on the turbine. . ."

(see memo dated January 14, 1986, C. H. Weil to C. E. Norelius). On January 14, 1986, Region 111 sent the individual a letter acknowledging his concerns. On January 17, 1986, the individual telephoned Region III after receiving Region III's letter. During the January 17, 1986 telephone conversation the alleger stated that he wanted to be personally interviewed by the hPC inspector assigned to resolve his concerns (see memo dated January 17, 1986, C. H. Weil to C. E. Norelius).

On March 27, 1986, the enclosed memorandum was discussed with R. DeFayette, Fermi Project Inspector. DeFayette advised that W. G. Guldemond and F. A. Maura had previously spoken with the individual. Additionally, DeFayette advised that Region III had contracted for the inspection of the concerns. According to DeFayette the inspection was complete and the results were being reviewed by Region Ill. Also on March 27., the matter was discussed with E. G. Greenman.

Greenman advised he had interviewed the Monroe County Commis:,foner on March 21, 1986, at which time the feedwater pump / turbine probleir was discussed.

Subsequently on March 25 and 26, 1986, Greenman had tried to telephone the individual without success. Greenman was able to reach the individual at 6:34 p.m., March 27, 1986, and discussed the individual's concerns.
