SUBJECT:
ALLEGATION - FERMI FEEDWATER PUMP / TURBINE FAILURE Alleger:
1 The individual called January 8,1986, to state that he was directly involved in the installation / erection of the operating equipment including the Main Feedwater pump / turbine at Fenni during the construction phase.
Based upon information in the paper and other contacts, he heard that the Main Feedwater 1
pump had failed. He stated that the published reasons for the failure are incorrect and if this is the same infonnation being furnished to the NRC, it too is incorrect.
i First the problem had to be in the turbine.tnd not the pump as indicated in the paper. The problem goes back to the erection / assembly procedure used by Bechtel and the incompetency of those planning, supervising, and doing the work on the turbine.
Based upon his observations, he recomended a takedown of the turbine to ensure that it was properly assembled, i
There were many other examples of Bechtel's incompetencies and operator errors that resulted in damage to equipment and its misoperations. These included recirculations and RHR pumps.
i Similar incompetencies were evidenced in the erection / assembly of the main turbine.
One indication of Bechtel management was the fact a supervisor was fired for taking kickbacks on handing out foreman jobs.
