Proposed Technical Specification Change Regarding Region 2 of the Spent Fuel Pool - McGuire Nuclear Station, Units 1 and 2 Your letter of February 17, 1986, requested changes to the McGuire Technical Specifications (TSs) to allow spent fuel to be stored in Region 2 of the spent fuel pool if first qualified by analysis. .In subsequent discussions with Mr. J. B. Day of your company, I stated that your Technical Justifi-cation and Analysis of Significant Hazards Consideration are predicated upon the use of NRC approved methodology, but that the proposed TS change is not so constrained.

In response to this discussion with Mr. Day, your letter of February 5,1987 proposed to revise associated Bases 3/4.9.12 to state, in part, that "The surveillance requirements applicable to fuel storage in the spent fuel pool ensure that: (1) fuel stored in Region 2 meets the enrichment and burnup limits of-Table 3.9-1 or the K 0.95 acceptance criteria of an analysis using NRC approved methodology,.ff".. . We find that this change in the bases does not eliminate the concern conveyed to Mr. Day.

Accordingly, we request that you (1) supplement your Technical Justification and Analysis of Significant Hazards Consideration based on use of methodology not previously approved by the NRC, or that you (2) revise the proposed change to the TS to be conditioned upon use of NRC approved methodology.
