Dear Mr. Denton:

Attached are proposed license amendments to Facility Operating License NPF-9'and NPF-17 for McGuire Nuclear Station - Units 1 and 2 respectively.

The proposed changes to the Technical Specifications seek to :

1.

Add the capability to perform a safety analysis on individual fuel assemblies as an acceptance criteria for fuel storage in Region 2 of the Spent Fuel Storage Pool if at first they do not appear to qualify; and 2.

Replace Technical Specification Figure 3.9-2 with proposed Table 3.9-1, Minimum Burnup versus Initial Enrichment for Region 2 Storage, Region 2; as andan acceptance criteria for fuel assembly storage in l l

3. Provide basis to Technical Specification 3/4.9.12. I

Attachment I contains the proposed Technical Specification changes.

Attachment II provides a technical Justification and Safety Analysis in support of the proposed changes. Attachment III provides an analysis conforming to the standards contained in 10CFR50.92 as required by 10CFR50.91. This analysis concluded that involve any significant hazards considerations.the proposed amendments would not joQ 1
