Spessard, Director, Division of Reactor Safety SUBJECT: REQUEST FOR ASSISTANCE (EVALUATION OF LER 50-255/83-74 FORPALISADES) AITs F03050984 Per your request, we have evaluated the safety significance of the Palisades ' Nuclear Plant Min steam safety valve .high lift settings reported by LER 50-255/83-74. The original problem occurred in 1981 when the licensee changed from in place testing of the i;afety valves, using a special test rig to off site testing using actual steam conditiens to detennine valve setpoint. The technique in 1981 resulted in erroneously adjusting the valve spring tension . ' that resulted in the high setpoints. Modification of the test rig end corresponding improvement in technique (in 1983) resulted in discovering the problem and returning the valve springs to their pre 1981 tension. The licensee . nalysis' of the four over pressure transients which challenge the a safety valves concluded that the plant was not in an unsafe condition due to the improperly set valves. We have.r.nyiewed this analysis,and find no dis 3_3r_eement with it.
