I have been advised by Walt Paulson, NRR Project Manager, that technical i
reviuw at MRR concluded the referenced report does not constitute identification J
of a ge'atric issue. No other LER's relating to this or similar problems have i
been received.
The NRR review impugns the 1981 safety valve testing performed
~
by CPCo end suppor.ts a crAictusion the 1983 test results represent the actual i
valve conditions (many high lif t retpoints) during. Cycle 5 operations.
If this is se, the licensee was in noncompliance with Technical Specification i
3.1. 7. t, tequiring 23 of 24 valves " operable" within specified lif t setpoint 1
Idmits, in that.14 of the valves would not have lifted in the prescribed pressure brnd.

The R.RC sh.culd consider a request to DE in RIII to review this matter.

far as I know, the "what if" questions about potential overpressurizations duritig the past cycle have not been examined.
That is, how significant is the nonec:xp*if ance represented by this LER?
