Attached is a clean copy of informat ion faxed earlier covering the relief valve setpoint drift reported per LER 83 '!4 (Attachment 1).

is additional information (Attachment 2) which I think points very strongly

to the conclusion these Crosby relief valves can have their lif t settings I

affected by adjustments of the nozzle ring (to control leakage or adjust blowdown i

rate, for example).

-The symetry of the 1981 and 1983 "as founds" about the intended serpoint shown i

on the figure is particularly striking. The 1981 "as founds" were actually I

taken afte'r nozzle ring adjustment to limit blowdown rate to a value com-patible with the capacity of the test rig then in use.

Spring tension was increased in 1981 to establish correct "as left" valves which were then forced out-of-spec on the high side by nozzle ring readjustment to the pre-test position.

This yielded the high 1983 "as founds", taken without prior l

nozzle ring adjustment because test rig capacity was increased in the interim.

l Note also Attachment 2 purports to find the valves are capable of performing i

their design function.

The more important question may be were they so i

capable through the 1981-1983 operating cycle, when seven valves would f

apparently still not have lifted at 1050 psig? The Tech. Spec. limit is about 1035 psig.
