' Enclosed is the TMI-1 weekly status report from the NRC Resident Office at TMI-1 for the subject period. The NRC staff continued to monitor routine plant ope. ations at full power. The public meeting discussed in paragraph 4 has been held and will be summarized in the next status report.

i TMI-1 status reports are intended.to provide NRC management and the public with highlights from an NRC regulatory perspective of TMI-1 activities for the previous week. Subsequent inspection reports will address many of these topics in more detail.

ENCLOSURE TMI-1 STATUS REPORT FOR THE PERIOD SEPTEMBER 12 - 19, 1986

1. Plant Status As of 8:00 a.m. on September 19, 1986, TMI-I was operating at 100 percent power'and at' normal reactor coolant temperature (579 F) and pressure (2155 psig).

2. Facility Operations Summary

, The plant continued to operate at 100 percent for the major portion of the

~ reporting period. No specific operational problems were identi.fied.

During this period, the licensee took one of the decay heat removal trains L out of service for maintenance and restored it to service in accordance with technical specifications.

On Saturday, September 13, 1986, the axial power shaping rods (APSR) were withdrawn in accordance with License Amendment No.120, dated September 2, 1986. Power was reduced to 60 percent to ensure that power' distribution limits would not be exceeded while APSR's were withdrawn. Power was -

slowly returned to 100 percent power by Sunday, September 14, 1986.

The licensee withdrew the APSR's due to higher fuel usage than originally envisioned for the first year after restart. This would facilitate more complete use of available fuel to extend the current fuel cycle to about 290 effective full power days. With this additional reactivity available, it is expected that full power operation could continue until mid to late October 1986 at which time a plant power coastdown would occur until the start of the refueling outage currently scheduled to start November 1, 1986.

3. Items of Special Interest Reactor Coolant Pump Seal

] The "C" reactor coolant pump seal, as noted in previous weekly status

] reports, continues to have higher than normal leakage (nominally 2 gallons 4

per minute). The leakage continues to be approximately 6 gallons per minute. The licensee is monitoring the seal and presently expects to be able to continue full power operations until the planned outage scheduled in November 1986. Inspection and appropriate repairs will be performed during the next outage.

4. Planned Public Meeting At 7:30 p.m. on Tuesday, September 23, 1986, members of NRC Region I management will be available at the NRC's Middletown office (Downtown Mall, 100 Brown Street, Middletown, Pennsylvania) to answer questions from the public regarding both the SALP and NRC inspection programs at TMI-1. i The meeting will be similar in purpose to the one held in Middletown on 0FFICIAL RECORD COPY TMIl WEEKLY STATUS REPORT -

2 Enclosure April 24,'1986, to discuss an earlier SALP. To inform interested personnel and media of the meeting, this note has been published in the past several status reports.

5. NRC Staff Activities During the Period Last week NRC Region I issued Inspection Report No. 50-289/86-12 for an

, inspection conducted July 7-11, 1986. This inspection was the enforcement disposition of certain findings identified by the first Performance Ap-praisal Team Inspection (PAT I) conducted in March 1986 and documented in NRC Inspection Report No. 50-289/86-03. Accordingly, the inspection report cover letter, dated September 11, 1986, also issued a Notice of Violation to the licensee identifying several examples of apparent viola-tion. The violations were: (1) failure to. properly. conduct a safety evaluation required by 10CFR50.59 for facility modifications and procedure changes; (2) failure to properly implement the requirements of ANSI 45.2.11, 1974 on Quality Assurance'(QA) Requirements for the Design of Nuclear Power Plants, contrary to 10 CFR 50 Appendix B Criterion 2 and' commitments made in the NRC approved QA plan; (3) failure to properly correct conditions adverse to quality, contrary to 10 CFR 50 Appendix B Criterion 16; and, (4) failure to properly implement instructions, procedures, or drawings contrary to 10 CFR 50 Appendix B Criterion 5. Many licensee corrective actions are in progress, as indicated in the licensee's response, dated June 27, 1986, to report 86-03.

The licensee has thirty days to respond to report 86-12.

During this report period, the NRC staff-consisted of the senior resident inspector, three resident inspectors, and one region-based inspector.
