ASLB Deposition of Evert Mouser During his deposition of January 3,1984, Mr. Evert Mouser, a former QC inspector at Comanche Peak, described meetings between himself and TUGC0 QA management that may have been an example of intimidation. Judge Bloch at

p. 22788 expressed hope that, "the Staff working intimidation will consider what Mr. Mouser has said and his familiarity with these questions." This matter is being examined by the TRT staff, but is being brcught to the attention of the Intimidation Panel as wel I have enclosed the pertinent transcript excerpt.

REPORT OF COMANCHE PEAK INTIMIDATION PANEL The enclosed report documents the results of the review and evaluation of allegations of intimidation and harassment at the Comanche Peak Steam Electric Station (CPSES). This review was performed by the Comanche Peak Intimidation Panel (Panel) and by a Study Team composed of a group of consultants.

The Study Team perfomed an in depth review and evaluation of alleged incidents of intimidation and harassment (Attachment 1 and 2 of report). The Study Team concluded and the Panel concurred that, while some instances of intimidation did occur, there was no pervasive climate of intimidation at CPSES.

As recommended by the Panel, you are requested to perfom an assessment of the incidents described in this report, as well as the current condition at the site. You should also address your comitment to assure the establishment of a quality first attitude by your management and employees, as well as describe any evaluation, programs or other efforts underway or to be undertaken m

directed at this situation.

Your written response to the foregoing matters should be provided within 30 days of your receipt of this request.
