2.1 PURPOSE M0 SCOPE The punose of this procedure is to define the B&R Site Assurance (QA) organization for ASME-related Quality activities, and to summarize organizational responsibilities.

ORGMIZATIONAL INTERFACES M0 REPORTING FUNCTIONS 2.2 in Reference 1-A, the Site QA Manager (SQAM)

As defined reports to the B&R QA Manager and has been delegated the authority and responsiblity to establish, implement and assure compliance to the B&R QA Program.

AUG 20 M 2 of 19 2.3 SITE QUALITY ASSURMCE DEPARTMENT The Site QA Department is composed of staff functions, the Quality Engineering Group (QEG) and Quality Control Group (QCG) who report to the SQM.

The SQM is responsible for the technical and administrative supenision of the 8&R QA Program. Exercises oserall responsibility for:

a.

Supervising, coordinating and assuring implementation of ASE QA functions; b.

Identifying quality problems, providing a mans of resolution and verifying that resolutions have been l

satijfactorily implemented; c.

Accepting or rejecting any or all ASME-related work, j

material, capor.ents, parts, appurtenances and equipment 4

on the roject which does not confom to requirements, and imp' esenting stop work authority when necessary to j

enforce project quality requirements; d.

Representing 8&R in all atters associated with QA resulting from contacts with the Owner, the Engineer, 1

Authorized Nuclear Inspection Agency, outside agencies j

The QEG Supervisor is assigned direct responsibility and signature authority, where applicable, for the development, interpretation, and documentation of the ASME QA/QC program as specified in QA procedures and ins tructions.

The QEG Supervisor responsibilities include:

a.

Assisting the SQAM in planning QA activities and resources; b.

Acting for the SQAM during his absence, when designated; c.

Providing recommendations with regard to hiring, pay evaluation, promotion, counseling and tensination of i

QE personnel; i

d.

Preparing, maintaining, issuing and controlling the 84R QAM; e.

Reviewing ASME-related design docunents to ensure that QA and inspection criteria are adequately addressed by 4

the B&R QAM; f.

Developing or approving appropriate criteria fo r training, examination, certification and recertification of QA personnel; g.

Providing for the coontination of training and the l

maintenance of training and certification files; h.

Providing for the process development, coontination and perfonnance of B&R QA functions involving ASME Section XI repairs or replacanents with the Owner;

SUMMARY

Directly responsible for all technical aspects of the Mechanical QA/QC inspection program including the t: aining,

TITLE:

Site NDE Level III

SUMMARY

Directly responsible for all technical aspects of the nondestructive examination QA/QC Inspection program including the training, qualification and certification of NDE QC.

Prepares and approves all QA Procedures or Instruction relative to nondestructive examination activities.

Is a certified NDE Level III Inspector in all applicable methods (i.e., radiography), oltra-sonics, liquid penetrant, magnetic partical, and leak testing.

Perfonns Quality Engineering NDE functions for which no specific certification is required.

SFECIFIC DUTIES:

1.

Establish and.Anintain the site progran for the training, qualification and car ;ification of all NDE Quality Control Inspectors (i.e., RT, MT, UT PT and LT), designating instructors and providing for the coordination and maintnance of all training /

Conducting field surveillance of site ASE activities and personnel for compliance with code, specification and/or QA program equirements.

3.

Developing, reviewing and revising AME 0A procedures and instructi 's which implement / comply with specifications, codes, standards regulatory guides and Brown & Root QA Manual.

4.

Reviewing construction procedures for technical adequacy to ensure the incorporation of appropriate inspection characteristics.

Responsible for assuring that QC walkdown inspections before, during and after Hydrostatic / Pneumatic testing are performed and docunented; 8.
