A November 19,1998 MEMORANDlJM TO: William Travers Executive Director for Operations y %bb l FROM: Margaret V. Federline, Deputy Director for Research W Office of Nuclear Regulatory Research l

l

SUBJECT:

STATUS OF REVIEW OF DIFFEPJNG PROFESSIONAL OPINION CONCERNING TECHNICAL SET POINTS AND ALLOWABLE VALUES FOR INSTRUMENTATION In an August 24,1998 memorandum, Joe Callan, then Executive Director for Operations,  !

appointed Ernie Rossi, Office for Analysis and Evaluation of Operational Data, and me to serve as members of an ad hoc panel to review the subject Differing Professional Opinion (DPO). As Chairperson of this panel, I have initiated this process consistent with the provisions of Management Directive 10.159 and have appointed Mr. Virgil Beaston of the Office of Enforcement to serve as the third member of this panel.

To this date, the panel has met on three separate occasions to review issues related to this DPO and we believe that two to three additional meetings will be required to complete our review and to prepare recommendatiohs. Some delays were encountered early in the process related to appointment of a third panel member and assembly of the background documents. Recently, Mr. Beaston had a death in his immediate family and our near-term progress will depend upon his availability. Nevertheless, our plan is to complete the review and to finalize recommendations to you by December 23. We will advise Jocelyn Mitchell, our point of contact in your ofIice, of any unanticipated delays which could impact this schedule.
