WASHINGTON, D.C. 2066643001 February 19, 1998 MEMORANDUM TO:

Frederick Burrows Electrical Engineering Branch Division of Engineering Office of Nuclear Reactor Regulation FROM:

amue o

Office of Nuclear Reactor Regulation

SUBJECT:

ACTIONS TO ADDRESS DIFFERING PROFESSIONAL VIEWS I am responding to the e mail message you sent to me on February 2,1998, concerning the status of staff actions on your differing professional views (DPV).

With regard to the DPV concerning dynamic testing of instrument channels at Braidwood, as indicated in the attached status memorandum from R. Lee Spessard to Brian Sheron dated January 5,1998, the staff is pursuing resolution of the issue with the licensee. I understand you have interacted with the staff reviewer via e-mail on your concerns.

With regard to the DPV concerning technical specification requirements for setpoints, the attached memorandum from me to Brian Sheron and Roy Zimmerman dated October 31, 1997 provides the DPV panel's decision and recommendations. Staff follow-up actions to address the panel's recommendations are currently being determined, it has taken some time for the follow-up action to be indentified for several reasons. The complexity and controversial nature of the issue has necessitated careful consioeration of proposed future actions. Further, because the issue was determined.to have low safety significance, other higher priority issues have deferred management's attention from the DPV follow-up actions requested by my memorandum. I anticipate a response from the staff to my memorandum in the near future.

If you have any questions on the above, please contact me.
