TRCH:

James M. Taylor. Deputy Executive Director f/

i for Regional Operations

SUBJECT:

REACTOR INSPECTION PLANN!NG It has come to my attention, primarily through the results of the latest headquarters management vistts to the regional offices, that there is signiff-cant diversity in the way the regions create and use master inspection p ans.

f' Upcorting inspection program changes and continuing resource constrafnts heighten the need for a uniform effective, and efficient system by which the reg ont m9 age inspection activity on a plant by plant basis and periodically i

coer:unicate this infomation to headquarters. To meet this med a computer based master inspection planning system will be developed, The Regfonal Opera-tions staff in the Office of the Executive Director for Operations will l

coordinate the developeent and isplementation of this system.

l l

As envisioned, t>ts Nster inspection planning system Will facter in all aspects of the agency's operating resetor inspection program including core inspection, team inspections, regional 111ttatives etc. In addition. it will I

provide dentralized retention of selected data for completed inspection l

activities and provtsigns for data analysis.

The adster inspection planning system will be developed with consideration of existing data processing systees and effort will be made to prevent creation of redundancies. If necessary, consideration will be given to ellainating or

, reducing the scope of our present systees. In this regard, this effort sr 11 j

subsume the present IRR settvity of upgrading the 766 sya l
