D NRC RELEASED DOCUMENTS RELATED TO INVESTIGATION OF STAFF ACTIONS IN TEXAS NUCLEAR POWER PLANT CASE The Nuclear Regulatory Comission is releasing documents related to an investigation of allegations of misconduct by members of its regional staff in connection with NRC activities involving the Comanche Peak Nuclear Power Plant under construction in Texas, Included in the material being made public are:

(1) A November 1986 report of the Commission's Office of Inspector and Auditor addressing allegations of wrongdoing by management of the NRC's regional office at Arlington, Texas, relating to inspection activities at Comanche Peak. The OIA report deals with allegations of harassment and intimidation of an NRC inspector in connection with the preparation of inspection reports and the consequent downgrading or deletion of violations; failure of the regional office to carry out required inspections of the licensee's quality assurance program; and deficiencies in reports prepared by inspectors to document inspection activities. (2) A March 1987 report of the Comanche Peak Report Review Group, a group of senior NRC staff members appointed by the NRC's Executive Director for Operations to review five matters -- the safety significance of issues identified in the OIA report; whether the issues identified were appropriately handled in terms of procass and disposition; whether the current augmented review at Comanche Peak is sufficient to compensate for any identified weakness in the regional office's L. -

The Comission has not reached conclusions on the informa being released in view of the fact that it has appointed David C. Willia Director of the Office of Special Investigations of the General Accounting Office, to conduct a special inquiry into several matters, including the adequacy of the Office of Inspector and Auditor investigation of the Comanche Peak matters.

Copies of the documents being released are available for public ins at the NRC's Public Document Room at 1717 H Street, NW, Washingt at the Region !Y office of the NRC in Arlington, Texas.
