DAILY HIGHLIGHT Edwin I. Hatch Nuclea' Plant, Units 1 and 2 As a result of loss of air supply to an inflatable seal in the transfer canal between the fuel pools for Hatch Units 1 and 2, a substantial amount of water leaked from these fuel pools. Some of this was discharged through storm drains to a swampy area within the owner-controlled property. The amount that leaked from the pool may have been as much as 140,000 gallons with 5,000 to 10,000 gallons having reached the swampy area. . The licensee has constructed a number of earth fill dams to contain the sp111' water in the swampy area. The activity of the release at the stonn drain discharge was initially reported on 12/4/86 as 1.26 times the maximum permissible concentrations'(mpc) for cesium-134.,
cesium 1-37, zinc-65, and manganese-54 and well below mpc today (12/5/86)...
The event was caused by the erroneous closing of'the isolation valve in the air supply line at 2200. CST on 12/2/86. The licensee did not discover that the air supply valve was closed until about 4200: CST on 12/3/86. ;The licensee notified the NRC at about 0130 on 12/4/86. Region II dispatched an Augment Inspection-Team on the morning of 12/4/86. ilnit l'was' operating at full power and Unit 2 was making final arrangements for restart following a refueling outage. Unit I remains at full power and Unit 2 is still preparing for restart.

A REVIEW OF THE EVENT INVOLVING A LOSS OF FUEL POOL WATER WHICH OCCURRED ON 12/04/36 (EVENT #07091) HAS REVEALED AN UNANALYZED CONDITION. THE PROBLEM
_, ARISES 9ECAUSE SOME cQNTROL ROD BLADES (15) ARE ON SHORT HANGERS. IF 1HL LEVEL DRAINS DOWN TOWARDS THE LEVEL ASSUMED IN THE ANALYSIS THESE CONTROL ROD ELADES ON SHORT HANGERS COULD POSSIBLE BE ENTIRELY UNCOVERED. HIGH DOSE RAT OF 8,000 TO 10.000 R/HR FROM THE HIGH LEVEL OF COBALT IN THE GUIDE ROLLERS AT THE TOP OF RODS COULD PREVENT THE ACCOMPLISHMENT OF THE REQUIRED CORRECTIVE ACTIONS FOR THE POOL LEAK (ie INSTALLING AND INFLATINO GATES).
