In order to appropriately monitor the status of radionuclides released to GPC property on December 3-4, GPC has augmented its radiological environmental program.

Enclosed is a description of the augmented program.

The NRC will be informed through reports as to the results of any assessment based upon this program.

If you have any questions in this regard, please contact this office at any time.

Geo$ia Power d NRC DOCKETS 50-321, 50-366 OPERATING LICENSES DPR-57, NPF-5 EDWIN I. HATCH NUCLEAR PLANT UNITS 1, 2 AUGMENTED RADIOLOGICAL ENVIRONMENTAL MONITORING Effective December 15, 1986, an augmented radiological environmental monitoring program concerning the onsite swamp east of the cooling towers was implemented.

The program consists of:

the periodic collection of samples at three locations; the performance of tritium and/or gamma isotopic analyses on each sample; and an assessment of the meaning of the analysis results.

The locations of the sample collection points designated as Points A, B, and C are approximately as shown on Figure 1.

Point A is located in a swamp pond adjacent to the points of entry for the effluent from the plant yard surface drainage into the pond.

Point B is located in the effluent stream from the pond.

This stream discharges into a slough which provides an outlet to the Altamaha River.

Point C is on the south bank of the river about 100 feet downstream of this outlet.

Each of these three sampling points is located in the east sector as reckoned from the main stack which is shown on the left hand side of Figure 1 and labeled by an "S."

Points A, B, and C, which are labeled accordingly, are approximately 0.3, 0.3, and 0.4 miles respectively from the main stack.

Point C is also about a third of a mile downstream of the discharge structure.

Tritium and gamma isotopic analyses are to be performed on each composite water sample to be collected at Points A, B, and C.

Composite samples consist of collections of an aliquot taken at intervals not exceeding a few hours over the duration of the sampling period.

Weekly composites are to be collected over the latter half of December; collections should be taken on December 22 and 29. Following a review of all relevant 1986 data, these composites will be collected monthly beginning in January, 1987.

Gamma isotopic analyses are to be performed on mud samples to be collected at Points A and B.

Samples are to be collected near the end of December initially followed by collections near the end of each calendar quarter subsequently.

When the swamp becomes extensively flooded (due to rainfall and/or a rise in the level of the river) or after the program's results through the first two quarters of 1987 have been obtained, the program results are to be assessed and the program is to be modified as appropriate.

Modification includes the option of termination.

The assessment of the program results and any modification to the program which follows as a consequence is to be reported to the NRC within 30 days of completion of the assessment.

It is our understanding that a description of this augmented program, its results, and any assessment thereof need not be reported in the Annual Environmental Surveillance Report.
