Dear Mr. Kingsley:

SUBJECT:

FIRST TEN-YEAR INSERVICE INSPECTION PLAN AND RELIEF REQUESTS Re: Grand Gulf Nuclear Station (GGNS), Unit 1 By letters dated May 11, June 3, June 29, July 25, and September 20, 1984

, and October 31, 1985, the Mississippi Power & Light Company (MP&L) submitted the Inservice Inspection (ISI) Plan and additional information for the first ten-year inspection interval at Grand Gulf Nuclear Station, Unit 1 (July 1, 1985-July 1, 1995). In these letters MP&L also requested relief from ASME Code requirements for certain items.

The NRC staff has completed its review of your submittals and has concluded

l. the GGNS ISI Plan and relief requests are appropriate except as indicated by the enclosed Safety Evaluation and Technical Evaluation Report. In reaching i this conclusion, the staff has determined that the inspection and testing requirements are impractical and, pursuant to 10 CFR 50.55a (g)(6)(1), that the granting of relief, as conditioned in the enclosed safety evaluation, is authorized by law, will not endanger life or property or the common defense and security, and is otherwise in the public interest. In making this deter- '

mination, the staff has given due consideration to the burden that could result if those requirements were imposed on your facility.

Sincerely, Odginalsigned tw l Walter R. Butler, Director BWR Project Directorate No. 4 Division of BWR Licensing Office of Nuclear Reactor Regulation
