SUBJECT:

REVIEW OF THE VALLECITOS NUCLEAR CENTER REACTOR FACILITIES RADIOLOGICAL EMERGENCY PLAN, (TAC NO. MA 0099)

In response to your request, the Emergency Preparedness and Environmental Health Physics Section (EP&EHP) reviewed the changes to the Vallecitos Nuclear Center Reactor Facilities Radiological Emergency Plan, revised in October 1997. The plan changes in this revision were submitted in a letter dated November 5,1997, from B.M. Murray, Senior Licensing Engineer, Vallecitos Nuclear Center. The licensee indicated that these changes did not decrease the effectiveness of the emergency plan, i n The October revision covers the emergency classification system and the emergency action levels. The revision 'ncorporates the changes discussed in the revised Appendix l to NUREG '184g, dated April 1997. Our initial review confirms that the licensee properly submitted these changes under 10 CFR 50.54 (a) and the changes do not decrease the effective of the plan.

We recommend that the following attached form letter be sent to the licensee indicating our finoings. This letter is part of a Draft Emergency Preparedness Position on Emergency Plan and implementing Procedure Changes ( EPPOS No 4). ,/l Docket Nos. 50-73

Based on your determinations that the changes do not decrease the effectiveness of your emergency plan, and that it continues to meet the requirements of Appendix E to Part 50, NRC l

approvalis not required. Our initial review of these changes indicates them to be in accordance with 10 CFR 50.54(q). Implementation of these changes will be subject to inspection to confirm that they have not decreased the effectiveness of your emergency plan, in accordance with 10 CFR 2.790 of the Commission's regulations, a copy of this letter will be placed in the NRC Public Document Room.
