SU!HARY OF MEETING HELD ON AUGUST 3,1977, FOR DISCUSSION OF SEISMIC REEVALUATION OF THE GETR I On August 3,1977, representatives of GE and its consultant, Engineering Decision Analysis Company (EDAC) met with the NRC staff to discuss matters relating to the seismic reevaluation of the GETR.

A list of attendees is attached. Important highlights of the discussions are summarized below.

As a matter of background, GE was required in part to perform a seismic reevaluation program in support of its application for renewal of the facility license for the GETR, currently pending before the NRC. By letter dated May 20, 1977, the staff requested GE's submittal of the full report of its investigative study of the ability of the GETR safety-related features to withstand earthquakes. On June 10, 1977, GE provided ,

the requested information in several reports which included the results of its seismic and geologic investigations of the GETR site in the Vallecitos Nuclear Center near Pleasanton, California.

Comments made during the meeting are summarized below:

. Because of the location of the GETR in a high seismic zone, the staff will initially focus its review of the GETR license renewal application on matters related to GE's seismic reevaluation of the facility.

. We indicated that, although the staff had not yet completed its review of the seismic and geological information submitted by GE on June 10, 1977, we had detennined that information submitted will not be sufficient to complete our evaluation.

- The staff stated that generally, in its evaluation of the scope and details of needed informatien, it would use the guidelines and criteria in Appendix A to 10 CFR 100, " Seismic and Geologic Siting Criteria for Nuclear Power Plants". We noted that the geologic structure of the GETR site and surrounding areas is, complex, that sufficient information must be available to define i the position of the site with respect to active faulting, and l that additional detailed seismic and geological information j must be developed to support an acceptable seismic ground i acceleration (for assessing the structural and mechanical J adequacy of safety related GETR features), f

- GE questioned the reasonableness of the staff's use of Appendix A to 10 CFR 100 which is explicitly applicable to power reactors, because: the GETR is a test reactor operating at a comparatively low power level (50 MWt); the operating temperature in the GETR is low; the GETR's ability to remove heat; the lower fission product inventory in the GETR core compared to power reactor cores; and the use of a fast acting seismic scram for shutting down and securing the reactor in a safe condition in the event of an earthquake.

- The staff indicated that the needed additional information should include: detailed geological information, generally as outlined in the Standard Format of SAR's; detailed infor-mation on lineations; investigation of all faults within five miles of the site, including lenght of fault, date of last movement, significance of fault to the GETR; geotechnical infomation on subsurface control of liquefaction of soils; cross sections through structures to foundation depth of structures; excavation, trenching and boring to provide geologic site specific evidence as needed. The staff also asked GE to provide copies of the aerial photographs mentioned in a report included in its June 10, 1977 submittal.

At the conclusion of the meeting the staff indicated that it will forward to GE formal requests for additional information as soon as it has com-pleted the review of the seismic and geologic information included in GE's June 10, 1977 submittal. GE agreed to proceed promptly with the preparation of a program for the purpose of developing the additional information needed by the staff.
