TAC # 53282 Review Status: Complete The Mechanical Engineering Branch has reviewed Reference I which proposed a revision to the Virgil C. Summer Nuclear Station Technical Specifications.

The Safety Evaluation Report is attached. This completes the task described by TAC # 53282.

VIRGIL C. SUMMER NUCLEAR STATION DOCKET N0. 50-395 MECHANICAL ENGINEERING BRANCH SAFETY EVALUATION REPORT SNUBBER TECHNICAL SPECIFICATIONS CHANGE Description In a letter dated November 16, 1983, South Carolina Electric and Gas Company (SCE&G) requested a revision to the Technical Specifications of the Virgil C.

Summer Nuclear Station (Summer Station). The requested, revision was in Technical Specification Table 3.7-4b, Safety Related Mechanical Snubbers.

However, Generic Letter 84-13 (Reference 2) was issued on May 3,1984. . This letter permitted the deletion of both Tables 3.7-4a (Safety Related Hydraulic Snubbers) and 3.7-4b (Safety Related Mechanical Snubbers) from present Technical Specifications of all Power Reactor Licensees (except SEP licensees) and all applicants for licenses to operate power reactors. Therefore, SCE&G revised its proposed revision in Reference 1 to delete both Tables 3.7-4a and 3.7-4b from the Technical Specification of Summer Station (Reference 1).

Conclusion Since the record keeping requirement of Technical Specification Section 3/4.7.7 has not been changed, and the requirement that operability of safety related snubbers shall be maintained is clearly delineated by the proposed revision, the staff believes that this proposal meets the guidelines of Generic Letter 84-13 and should be approved.
