Virgil C. Summer Nuclear Stati Docket No. 50/395 on Operating License No. NFF-12 Technical Specification for Feedwater Isolation Valves
Dear Mr. Denton:
Discussions have been held between South Carolina Electric and Gas Company (SCE&G), Nuclear Regulatory Commission (NRC)
Region II, and the Office of Nuclear Reactor Regulation (NRR) concerning the Feedwater Isolation Valves at the Virgil C.
Summer Nuclear Station (VCSNS).
These discussions concerned our belief that these valves are not adequately addressed in the VCSNS Technical Specifications.
Specifically, there is no Action Statement included to provide action to be taken in the event that a Feedwater Isolation Valve (s) becomes inoperable.
There is also no Surveillance Requirement, other than 4.0.5, specifically included for these valves.
SCE&G has reviewed this condition and requests that an amendment be made to the Technical Specifications as shown on the attached " marked up" pages.
SCE&G has determined that a finding of no significant hazards is justified in that additional requirements are being added to the Technical Specifications.
This change has been reviewed and approved by the Plant Safety Review Committee (PSRC) and the Nuclear Safety Review Committee (NSRC).
A check in the amount of Four Thousand Dollars ($4,000.00) is enclosed for processing this change.
