TRIP TO V:EhNA, AUSTRI A, PARCH 7-10, 1988 This memorandum sumarizes my recent visit to IAEA headquarters to represent the NRC in the first meeting of the newly constituted NJclear Safety Standards Advisory Group (NUSSAG). I also used the opportunity to meet with IAEA safety and safeguards managers.

NUSSAG Meeting The IAEA power reactor safety codes ("NUSS") which were revised by technical working groups last year in light of the Chernobyl accident, were reviewed by NUSSAG and found to be acceptable with some modifications. Suggestions I made to give additional emphasis to operational safety aspects and emergency planning received broad support.

The NUSS codes and associated safety guides, covering five broad subject areas (governmental organization, siting, design, operations, and quality assurance), are written rather generally, ccnpared to the corres;cading U.S. regulatory practice. The only area where the U.S. did not appear to ne to meet or exceed the ccdes, as proposed, dealt with reactivity control system design requirements. We do not require alternative shutdown systems to meet a single failure design criterion. NUSSAG adjusted the wording of the IAEA Design code to accommodate the current practice in the U.S. and several other countries. The U.K. indi:ated that Sizewell was designed to meet the original wording. (Thisarea warrants consideration in connection with the standard plant designs now underreview.)

In addition, the Group agreed upon a U.S. draft of a proposed letter from member states indicating the consistency of the codes with their own prograr,s. The text of the suggested letter is attached.

HSAG Basic Safety Principles The report which Dr. Kouts and other INSAG members have been writing was in final preparation at the IAEA. (I am forwarding copies of the final draft to Comissioners and staff offices under separate cover.) The report will be published as an INSAG advisory document to the IAEA Director General and will be presented publicly for the first tire at the 8807100210 080629 (,

2-Sorrento meeting on severe accidents later this month. It is a valuable statement of safety principles but is different from the NuSSAG documents which receive broad review by the IAEA member countries, and formal approval by the IAEA Board of Governors, prior to their formal release.

Discussions with Morris Rosen, IAEA Assistart Director General for Nuclear Safety In a side meeting with Morris Rosen, we discussed plans for the IAEA General Conference in September. I asked that Rosen consider developing special briefings for NRC delegations on the main findings of the OSART reviews to date, and on IAEA's Incident Reporting System. I also reiterated the U.S. interest in a special regulatory-safety session on radiation safety in view of the Cs-137 contamination incident in Brazil and other cases involving lost or mishandled sources.

He volunteered to help set up a visit to the IAEA laboratory at Seibersdorf, Austria or to one of the nuclear power plants in a neighboring country if time allows. He confirined that the USSR has agreed to host an OSART visit in December and he agreed to place an NRC person on the team. He is also still interested in having the U.S. host a second OSART sometime this yeu but did not press me on this.

Discussions with IAEA Safeguards Personnel I met with Jon Jennekens, Deputy Director General for Safeguards, to discuss ry impressions of the NUKEM affair. We also discussed the safeguardability of 1crge-scale reprocessing plants, in general, and ongoing IAEA safeguard activities. The most advanced plant from a safeguards perspective, appears to be the 1500 t/a Thermal Oxide He Reprocessing Plant (THORP) plant nearing corpletion in the U.K.

indicated a willingness to arrange one or more technical briefings for NRC at the time of the IAEA General Conference. I later met separately with Jim Lovett, an American who recently completed a special report on safeguards technology pertinent to large reprocessing plants.

Conclusion I believe the NUSSAG meeting was a necessary and valuable meeting for the U.S. to attend. The NRC should continue to take the lead in this activity, coordinating closely with State Department. DOE, and the U.S.

nuclear safety standards connunity. (Some countries appear ready to adopt such codes as essentially national requirements, and developing

> countries are likely to require conformance by vendors.) The next NUSSAG meeting will be held in March 1989.

1858u 1938-03-10 NUS SAG SUG2 hTED DMFI LETTER TO THE IAEA DIPICTOR EE RAL Sir, I have the honour to refer to the Codes of Practice of the IAEA Nuclear Saf ety Standa rds (NUSS) Program, which have been reviewed and revised by Government nominated experts under IAEA auspices during the past year and i which were adopted in their revised form by the Boa rd of Governors of the LLL4 on June 1968.

In the view of my Government, these Coder constitute appropriate safety standa ris for use in Agency-assisted project s. The Codes also provide ,

valuable guidance to States which are developing or sabstantially revising their national regulato ry requi rement s. In addition, the Codes can serve as a useful reference in the safety assessment of nuclear power plants.

I have the honour to inform you that (name of count ry) suppo rts the use of the Codes as outlined above. Furt hermore, relevant requirements in (nase of count ry), vnile different in detail, are generally consistent with the NUSS Cod e s.
