Dear Mr. Bradford:
I have received your letter of invitation to address the Ninety-ninth Annual Convention and Regulatory Symposium of the National Association of Regulatory Utility Comissioners in New Orleans, Louisiana, on November 16, 1987. On that same day, however, I have a long-standing comitment to address the opening session of the winter meeting of the American Nuclear Society in Los Angeles, California, and, therefore, will be unable to accept your kind invitation.
I have asked Harold Denton to represent me at this meeting. If you wish, Harold would be. pleased to serve as a panel member and address the Association in my stead. Harold is very knowledgeable in those areas to be discussed by the panel (i.e., licensing reform, cost overruns, decomission-ing, etc.) and, I believe, would make a meaningful and valuable contribution to your meeting.
