g*v **** / April 4, 1988 MEMORANDUM FOR: Chairman Zech Comissioner Roberts Comissioner Bernthal Comissioner Carr Comissioner Rogers FROM: HaroldR.Denton, Director /  %

Office of Governmental and Public Affairs

SUBJECT:

VISIT TO AMERICAN NUCt. EAR SOCIETY HEADQUARTERS At the invitation of Angie Giambusso, Chaiman of the ANS Ccemittee on International Activities, and candidate for Society president, Jan Strasma, R III, Mike Congdon and I visited ANS headquarters on Thursday, l

March 31. The ANS is a non-profit scientific and educational l

organization with a membership of about 15,000 individuals from more than 1,600 different corporations, educational institutions and government organizations. We discussed ways we might work together on matters of comon interest. It would appear the most fruitful areas of cooperation would be exchange of information regarding public affairs, trainfra, and, to a lesser extent, international meetings.

f ANS has a large public information program to expand literacy about nuclear energy. It has developed a wide variety of exhibits, films, and

! speaker materials with an emphasis on interactions with teachers, i students and educational organizations. About 50 workshops offering accrediation have been held throughout the country. It also offers training for both government and industry officials, including a course on public speaking titled: "Thinking on your feet when your back is to

' the wall," geared to interactions with the media on nuclear affairs. ANS has, of course, considerable expertise in organizing and putting on technical meetings, and, has access to a membership which it can tap for participation in international symposia. Finally, it conducts It an publishes excellent training program for secondary school teachers.

Nucidar News as well as t variety of smaller periodical literature and

(

occasional papers. Its Executive Director, Octave Du Temple, expressed a willingness to use articles written on topics of interest by MRC officials in these publications.

g@e E Arrong the ideas that emerged from our meeting were the following:

a

--ANS can provide NRC copies of its various speaker kits

'n if NM (pre-packaged generic speeches on a variety of topics complete with slides) to htip our own public information efforts.

--NRC can keep the ANS infortt.ed of Comission meetings keep its management better infortned of Washington issues. We could periodically provide to the ANS certain publicly-available Comission papers and reports to help focus its attention better on current issues.

--ANS could provide a sumary of t4 results of a recent series of GC/ Utility interface workshops. Their H ew is that NRC should consider financial support for more such workshe;s in the future.

--NRC might clarify its policies regarding public tours of plants, training facilities, and simulators to defuse the occasionally heard argument that NRC regulations forbid suci tours.

--NRC could irvite ANS staff to atter.d portions of regional public affairs and resident inspector meetings to help ANS understand better nRC's public infortnation problems at the local level.

--NRC could appoint a liaison person to meet periodically with ANS to continue the dialogue we have begun.

--NRC could consider setting up an ANS-provided public display in the lobby of the White Flint building.

--ANS could provide NRC with a schedule of its teacher training courses and NRC could consider routine participation regarding its activities.

While I have not made any comitments to ANS, such interaction appears to be generally consistent with our strategic planning goals and objectives.

I will discuss the above items with the EDO and you before a follow-up discussion with the ANS planned in early May.
