Report of the Committee on Electricity. Ms. Anderson, Chair of the C0mmittee on Electricity and its Subc0mmittee on Nuclear Waste Oisposal, reported on problems wi:n the implementation of the Nuclear Waste Policy Act of 1982 involving site selection, monitoring of retrievable storage, and the commingling of defense and civilian radioactive waste. Nuclear electric utility ratepayers have paid nearly $3 billion into the nuclear waste program of the United States Department of Energy (DOE), but DOE has yet to determine the amount and timing of defense payments into the program. A notice of inquiry, released by DOE in late 1986, was based on in camera negotiations between DOE's of fice of defense and its of fice of civilian radioactive waste management, and provides little confidence that ratepayers will receive fair treatment. It is important that the Congress exercise oversight and direction in this matter. NARUC Bulletin No. 15-1987, pages 20-23. Ms. Taliaf erro moved that the Subcommittee survey the State ecmmissions as to the amount of high-level vaste that is being stored at or adjacent to nuclear power plants. The motion was seconded by Ms. Bushnell and unanimously adopted.

Ms. Taliaferro reported that members of the Subcommittee on Nuclear Waste Disposal met with Chairman Lando W. Zech, Jr., and Commissioner Kenneth M. Carr of the Nuclear Regulatory Commission (NRC) en the preceding Tuesday to disc.st the concerns of the State ecmmissions over the nuclear licensing process.

Commissioner William A. Badger of the Maryland PSC, Vice Chair of the Comnittee on Electricity, reported on the national studies on the wheeling and transmissi:n of electricity being conducted by NRRI and EPRI. The first phase of the NRRI study is looking at transmission technology, the actual short and long-term ccsts of wheeling power, and the pricing of wheeled power ,

and shculd be completed by the 1987 Summe r Committee Meetings.

The second phase is examining the economic, regulatory, institutional and legal impediments to increased power wheeling, f and should be completed by August 1987. The EPRI has completed interviews concerning transraission technologies around the world, and its report should be completed by June 1987.

Mr. Badger further reported that a joint project will be undertahn by the Committees on Electricity, and Finance and Technology on nuclear decommissioning methodologies to specifically address the financing for the decommissioning cf nuclear plants and the related tax consequences. Ms. Andersen moved the approval of the joint project. The motion was seconded by Ms. Taliaferro and, af ter discussion, unanimously adopted.

Resolution Opposing Proposed Changes to FCC Rules in the Power Radio Service, sponsored by the Committees on Electricity, Energy Conservation and Gas. Report on Proposed Grant from the United States Department of Energy for Least-Cost Energy Planning. Mr. Stephen Wiel of Nevada, Chair of the Committee on Energy Conservation, reported that the Department of Energy has awarded a grant of $120,000.00 to the NARUC to carry out least cost utility planning. The funds will be used to prepare a primer on least-cost utility planning for State commissioners and staff, i

to coordinate a national conference on the subject, and to conduct other studies germane to the grant. The NARUC Administrative ::irector will employ a consultant to assist in the grant wor < under the general supervisien of the Committee on Energy Conservation. As Comissioner Ec=yna Anderson has probably mentioned to you following our February 1987 meeting, I have agreed to serve on the NARUC Executive Committee, the Comittee on Electricity, and Subcommittees on Nuclear Waste Disposal and Nuclear Issues.

If my schedale permits, I would be pleased to attend the meetings in San Francisco during July 1987.
