Dear Judges:

Enclosed is a memorandum dated April 1, 1986 for the Commission entitled, "Results of NRR's Investigation and Evaluation of Ten Licensed Operators Involved in TMI-2 Preaccident Leak Rate Testing Irregularities."

The memo-randum, along with its 17 enclosures, documents the Staff results of the joint OI/NRR investigation into the involvement of ten individuals in TMI-2 preaccident leak rate testing irregularities.

At the Board's request, informa-tion in the memorandum and its enclosures relating to the current performance of individuals and the Staff's recommendations regarding enforcement action, if any, against individuals Iths been deleted from the enclosed copies because such information is outside the scope of this hearing.

In addition, informa-tion relating to one individual's possible involvement in a breach of security incident at TMI-2 in 1979, which is entirely unrelated to leak rate testing but which was investigated at the same time, also was deleted at the Board's re-quest.

(In some inctances, portions of pages relating to the above-identified subjects were deleted, while in other instances, entire enclosures relating solely to one or more of these subjects were deleted.)

Although the deletions of irrelevant information, described above, were made at the Board's request for the use of the Staff's report in the leak rate hear-ing, such deletions are not otherwise required prior to the public release of the report.

Certain portiens of the report, however, should be protected from public disclosure pursuant to the Privacy Act,10 C.F.R. Part 9, and 10 C.F.R. 5 2.790(a).

Therefore, the Staff is making available to the public the entire report except for those deletions required by the Privacy Act and the Commission's regulations.
