QA BRANCH ASSESSMENT OF REGION V REVIEWS Of QA PROGRAM DESCRIPTION (QAPD) CHANGES On December 1 and 2,1987, Jack Spraul, of the QA Branch in NRR, performed an assessment of Region V's review of licensees' QAPD changes. During this assessment it was observed that while QAPD changes received as direct correspondence were being routed to the QAPD change reviewer, the reviewer was not being routinely informed of updated FSAR submittals which could potentially contain changes affecting the QA Program. Examples of updated FSAR information of concern includes the scope of the QA Program (found in Section 3.2 of most FSARs) and comitments to QA regulatory guides (found in Section 1.8 or 1.9).

On December 2,1987, the Reactor Projects Branch and the Reactor Safety Branch secretaries were informed to include the QAPD change reviewer for routing of all updated FSAR information received. In addition, to ensure that all QA programs submitted to Region V are reviewed, Region V Instruction Number 0506 is being revised to require the QAPD change reviewer to review each QA program once a year.

On December 30, 1987, the QAPD change reviewer completed a screening of all FSAR updates submitted over the past three years, in accordance with the provisions of inspection procedure 35001. This screening did not identify any reductions from previous licensee commitments, i
