PERFORMANCE DATA FROM THE REGIONAL MATERIALS INSPECTION DROGRAM As stated in my October 24, 1984, memo to you, we plan to periodic _ ally review the data in the IE 766 system and the HMSS master materials file pertaining to the performance of the materials inspection program. We have just completed this type of review for FY 1984. Data were obtained from the NIH computer on December 19, 1984. We assumed that it took about three months to update all the data for the year. Enclosed are copies of the printouts we used to tabulate the data for your region. Tables 1, 2, and 3 of this memo show the results of the tabulation.

Table 1 - Gives data about overdue materials inspections. We used the "window of opportunity" criteria in IE 2800-07.03 as the standard against which to measure whether an inspection was "overdue."

Table 2 - Shows the number of expired licenses that have not been closed out (a) after a period of six months from the expiration data and (b) after a period of 12 or more months has elapsed since that date. -

Table 3 - Displays the number of materials inspections that were performed during FY 19P4.

Here are some comments regarding these data:

a. We believe that the highest priority work in the region consists of responses to licensee incidents, determining the validity of allegations of unsafe conditions, and the proper handling of escalated enforcement cases. However, we also need to pay some attention to the status of the routine program, f~

Multiple Addressees b. Because the judgment of regional performance is based in part on data in the NRC's data processing systems, it is important that the region keep these systems reasonably up-to-date. A delay of 4 to 6 weeks in entering the data from the date of the inspection is OK, but 2 to 3 months or longer is not an acceptable delay.

c. The budgeted number of inspections was not based on actual due dates but was calculated from the number of licenses to be issued. The budget number did not account for special inspections due to allegations, incidents, and enforcement actions. (But it will in the future.)
d. The data in the computer indicates that 2537 inspections should have been performed in FY 1984 as compared to the budgeted number of 2415. The 2537 is made up of the 2237 inspections actually performed plus the 300 overdue inspections as of the end of the fiscal year.

Please review the data for your region. If there is any substantive error in our use of the data, I will be very happy to issue a revised set of tables so that regional performance in terms of numbers will be properly portrayed.
