HEADQUARTERS ASSESSMENTS OF THE REGIONAL OFFICES Headquarters offices are expected to conduct ongoing assessments of the regional implementation of programs for which the headquarters office has overall program and policy responsibility. The objective of the headquarters assessments is to provide insights regarding the degree of program completion and the adequacy and consistency of program implementation. Equally important tg is the identification of areas where headquarters management action is required j to provide improved program guidance end policy to the regions. Additionally, the headquarters assessments provide key input to the annual SES performance evaluations of the Regional Administrators and headquarters Office Directors.

Generally, I have been pleased with the quality of the headquarters assessments of the regions. I believe the ongoing interface and comunications betwee7 headquarters and regional counterparts promotes a comon understanding of program policy and goals and contributes to improved overall NRC performanc,e.

However, during the past year the Regional Administrators have on a number of occasions expressed a concern to me that we need to do a better job in planning and coordinating headquarters assessment activities in order to minimize the impact on regional activities. The DEDROGR management team also had a similar f observation from their visits to the regional offices, Each office is expected to develop and implement a plan for the assessment of their regionalized programs. As much as possible, each office should do an integrated assessment of the program areas for which it is responsible. I have asked Vic Stello and his staff to review your plans and to determine how we could better coordinate assessments of the regions. The objective of the DEDROGR review is to determine if the timing of the offices' assessments and visits to the regional offices could be better coordinated to minimize the impact on the regions and to determine if our overall approach to assessment

of the regions can be made more efficient and effective. To facilitate the CEDROGR review, please forward a copy of your assessment plan and schedule of assessment activities to Vic Stello by November 15, 1985. .
