SUBJECT:

INTEGRATED REGIONAL ASSESSMENT PLAN As I indicated to the EDO in my memorandum of October 3, 1985, we will be modifying our approach to regional assessments this year.

The central theme will be on the regions' utilization of available inspection resources as a function of plant performance, regional identification of poor licensee per-formance and their subsequent effort to improve this performance.

We will also conduct selective evaluations of the adequacy of the implementation of IE programs as we have done in the past.

To better integrate the IE program assessments and to provide safety and resource perspective, senior IE managers will meet in mid-November to review each region's performance.

Depending on the issues raised in this session, meetings with regional management may be appropriate.

If not, telephonic and/or written feedback will be forthcoming.

I believe this approach will foster better communications between IE and the regions on program implemen-tation and provido advance notification to you of potential problem areas.

IE management will also be visiting each regional office to examine the extent to which individual reactor facility master inspection plans have been estab-lished and implemented, as well as their consistency with the SALP program.

These assessment visits will be conducted either separately or in conjunction with the meetings described above.

I would be interested in your feedback as the assessment process progresses.
