ORAFT OFFSITE CONTROL PLAN FOR SHOREHAM EXERCISE NRC requested the Federal Emergency Management Agency (FEMA) to conduct a graded exercise to evaluate both the Shoreham and Seabrook emergency response plans. These exercises will be unique because each licensee has had to develop utility plans to compensate for the refusal of some or all of the state and local authorities to participate in the planning and exercises. FEMA evaluation efforts for both of these exercises will require more resources than normal Radiological Preparedness Exercises (REP). As a result. FEMA requested NRC to provide support to thesi in conducting the evaluations of the offsite plans in a manner similar to the way NRC supported FEMA in the 1986 Shoreham exercise. The E00 has agreed to provide such support.

The Long Island Lighting Company (LILCO) and New Hampshire Yankee (NHY) energency plans compensate for the non participation of state and local authorities and contain procedures for interfacing with these offsite authorities, including the manner of requesting legal authority to carry out certain functions. In addition, the plans also utilize some "best ef forts" assumptions that the state and local authorities will provide resources to assist in protecting the public health and safety. For these exercises, NRC's support will focus orinarily on the use of NRC controllers to simulate non participating state and local government positions.

In preparation for the Shoreham exercise, we have developed a draft Offsite Control Plan for FEM Region II. This draft is currently being reviewed by FEMA regional staff. Concurrently, we believe that it would be useful for other groups within NRC to review the document since there are several concepts contained in the plan which are unique. In particular, we would appreciate your review of the Section 4 dealing with guidance for those controllers who A w~

Af ter this Control Plan for Shoreham is finalized, we will use it to develop a similar one fc- Seabrook.
