SUPPC:tT TO FEMA FOR SHOREHAM AND SEABROOK EXERCISES The NRC has requested the Federal Emergency Management Agency (FEMA) to conduct emergency planing exercises at both the Shoreham ard Seabrook power plants. In eacr case, the utility has developed an errergency resp 0nse plan to compensate for the non participation of some or all state and local l authorities. These ur.ique exercises will seriously tax FEMA's resources for l conducting the necessary evaluation. FEMA has requested that NRC provide assistance for this exercise in a similar manner to that which the NRC i provided for the 1986 Shoreham exercise, i.e. , primarily of fsite control.

We estimate that NRC will need about 15 experianced individuals to support l l

FEMA. '

Because of the special expertise in your office, we are requesting three individuals to assist in representing state and local government positions. j Guidance as to the experience and background of the people we would need i for these exercises is contained in the enclosure to this memorandum. 1 Pending FEMA's concurrence, the Shoreham exercise is expected to be conducted June 7-9, 1988 and Seacrook will be June 28-29, 1988. Each individual selected j should plan on participating at both of these exercises since we are trying to I maintain some consistency between these two exercises and take advantage of the '

experience that these individuals will gain in the Shoreham exercise. We expect that each exercise will require about 1-2 days of office preparation and 4-5 days at the site, including a day of training.

We would appreciate being informed of your rominations by May 9,1988. You should contact Bernarc Weiss (FTS 492-7053)'who will be coorcinating the NRC's support to FEMA. If you have any quettior.s about this request or the exercises, you should :ontact Mr. Weiss.
