During the day on May 2, I tried to contact Dick Donovan, FEMA RX, and Ihor Hucar, FEMA RII, at FEMA HQs. They were both in Washington, D.C. to meet j with regard to the upcoming Shoreham and Seabrook exercises. They called me '

beck at home during the evening of May 2.

Thye told me that there is still some uncertainty at TEMA with regard to the j dates of the exercise. Although FEMA has no major objection to the date chcnges NRC suggested, there is a problem with regard to supoenaes that have i bsen issued to senior FEMA managers that could affect the date changes. l A final decision should be made tomorrow before the meeting between NRC and l FEMA.

I ran indicated that FEMA has no problem with the Control Plan we developed for Shoreham and, in particular, they like the idea of a single set of controllers simulating non-participating government entities that would be cvoilable for both the Shoreham and Seabrook exercises. However, at this tine FEMA would prefer to operate the Control Cell, if possible, with FEMA or FEMA contractor staff. In the case of Shoreham, they think that they can do that without NRC support. However, it is not clear that they can do this for Ssebrook. They feel that if the resources for the Seabrook exercise nocessitate the use of NRC support for the Control Cell, then they would propose to use RRC staff for both exercises. The final d6 cision to this may not be known until next week sometime. Hopefully, we can get a better idea on this at the May 3 meeting with FEMA. Therefore, it is very possible that NRC would have no direct role in the conduct of the Shoreham and Seabrovk cxorcises except the usual RI evaluation of the onsite emergency plan.

NRC still has a distinct interest in this exercise and how it is conducted.

It may be useful to discuss our interests and concerns about the above with NRR prior to the meeting.
