A review of1the, licensee's macter training records-and discussions with Training, Radiation ~ and Nuclear Safety, and Building 020 Operations

. personnel disclosed that.all; persons had received the required training prior to working with' licensed material. However,-one record was noted in the master training. file-that listed an employee as needing training.

Further examination by the inspector revealed that the employee had terminated employment with the licensee almost a year prior to this-inspection. Item (85-01-02) will therefore remain open for.further review.

No violations were identified.

4. Criticality Safety Section 2.7 of the license application requires that prior to initiating a project involving potential hazards, authorization must be obtained from the appropriate Department Director and ~from designated Safety and/or Criticality Safeguards personnel.in the Health, Safety and Radiation Services Department.

A. Nuclear Criticality Safety Analysis Section 4.1.3 of the license application requires the completion of a Nuclear Safety Analysis for the Fermi fuel decladding' operation.

in charge' of writing and executing.the detailed written procedures-necessary to carry out the disposal operation in a safe and-efficient manner. All SEFOR and EBR-II waste has been successfully

'disposedsof at the Rockwell_ Hanford Operations Disposal Site without incident. The procedure for the disposal of the Fermi waste was nearing completion. The licensee anticipates'that the final draft will be completed by March-1, 1986, and the-actual operation will-start soon.after this date. Discussion-of the preliminary procedure indicated that the grindings from thirty-five-fuel' pins will be

. solidified in twelve gallon cans with "Earthtite". In order;to

'* reduce exposure to operating personnel, the solidification operation will be performed remotely'^in the shielded room, "Decon-2". The twelve gallon can will then be > centered in a fifty-five gallon shielded: drum by ii . remotely operated crane. It is anticipated that

; the'his, hest surface dose; rate"on the fifty-five gallon drums will be-approximately ~240jor/hr. The licensee's progress in this area will be. reviewed,during.the next inspection ~(86-01-03).

9. Environmental-Protection ~ s Title 10 of the Code' of Federal > Regulation, Part 20.106 " Radioactivity in Effluents to Unrestricted Areas"' requires that licensees control their -

operations to preclude releasing radioactive material in concentrations exceeding the limits specified in Appendix B, Table II of Part 20.

A. Offsite NRC Soil Sample The analysis of the offsite sample (location 61) taken during the summer of 1985 indicated a plutonium level significantly less than the NRC plutonium release limit. This analysis, measured independently by the DOE's Radiological and Environmental Sciences Laboratory (RESL) for the NRC, was in reasonable agreement with the l values reported in 1984 by the licensee.

B. The inspector examined the licensee's new stack monitor. The new

[ monitor incorporates automatic background subtraction of radon / thoron daughters from the beta particulate levels. The system also features an ambient background subtraction for noble gas measurements based on an area monitors output. The system is set up to provide, under alarm conditions, a visual and an audible alarm in the room where it is located as well as in the adjacent machine shop l and lunch area. The sampling period, formerly two weeks, has been i

reduced to one week. Stack effluents continue at levels less than 10 CFR Part 20 limits.

i C. The inspector examined the licensee's modification to the sewage treatment system. A filtration unit with an automatic turbidity measurement system had-been added along with a new surface level concrete settling tank. The effluent is still monitored by a radiation detector which, at twice background reading, will divert the effluent to an unlined pit for temporary storage pending .

.CFR Part 20 release limits the separated effluent will be loaded

.into portable tanks for transfer to'the RMDF where it will be evaporated. The resultant sludge would be properly packaged and shipped to a radioactive waste disposal site. If the separated effluent measurements indicate it is less than NRC release limits it' would be released to the holding pond where further dilution occurs before it is released from the site. 10. Emergency Preparedness i

[ License Condition 24 requires the licensee to maintain and execute the l response measures of the Radiological Contingency Plan submitted to the i Commission on Auguut 28, 1981, as revised on March.3, 1982.

! Additionally, Appendix A to the Radiological Contingency Plan states that the Master Emergency Plan has been approved as part of the license.

A. The licensee recently conducted an onsite tour of the Rocketdyne f site for several Los Angeles County fire fighters. A similar tour of the De Soto Avenue site is also scheduled.

B. The inspector interviewed the licensee's Medical Director and learned that the Humana Hospital 3est Hills had,two additional medical professionals complete the REACT /S training course on proper care of contaminated injured persons. -The Medical Director.

indicated a disaster group is being assembled to improve the' licensee's ability to handle major.emergenc'ies su'ch as disabling earthquakes. Training in triage is planned for-this'new group.

C. The inspectors visited the Ventura County Sheriff's' Department East Station. It was confirmed they would' respond to a request'for assistance in accordance with the Mutual < Aid Agreement. The current telephone number for requesting assist'ance was verified.

D. The inspectors visited the Cityfof Simi Police Department. _It was confirmed that they would provide ' assistance to the licensee, pending the arrival of the sheriff'sLdeputies, because of the Mutual Aid Agreement, and they are much closer to the Santa Susana site.

E. The inspectors visited the City of Simi Fire Department. It was confirmed they would continue to respond to requests for . assistance.

The wild land fires prevalent in the area during da previous inspection (70-25/85-06) resulted in implementation of the Mutual Aid Agreement. The inspectors learned that a City of Simi Fire Department spare resuscitator may be. available for use with the licensee's fire truck when it is serving as backup at a city fire station. The licensee's resuscitators are in the ambulance.

F. The inspector checked fire extinguishers during the site inspection and found they all had received the required monthly inspections.

No violations were identified.
