CONFORMANCE TO GENERIC LETTERS 83-36 AND 83-37 FOR FORT ST. VRAIN (TAC NO. 54535)

We have completed our review of your submittal dated May 15,1987(P-87133) responding to the requirements of the Generic letters 83-36 and 83-37. Your submittal has been reviewed by our contractor, Idaho National Engineering Laboratory (INEL). The INEL Technical Evaluation Report (TER) is enclosed.

This TER is a revision to an earlier TER sent to you by our letter dated November 24, 1986. The revision reflects your May 15, 1987 submittal.

We have reviewed the INEL TER and agree with its conclusions. This letter evaluation sumarizes our position as follows:

1. As per the original TER, the previous conclusions on certain items remain as folicws:

Your proposed changes or existing Technical Specifications (TSs) provided responses for the following items which are acceptable:

Post-AccidentSampling(II.B.3)

Sampling and Analysis of Plant Effluents (II.F.1.2)

ContainmentHigh-RangeRadiationMonitor(II.F.1.3)

ContainmentPressureMonitor(II.F.1.4).

We have also concluded that the following items have been designated as not applicable to Fort St. Vrain:

Reactor Coolant System Vents (II.B.1)

Containment Water Level Ponitor (II.F.1.5)

ContainmentHydrogenMonitor(II.F.1.6).

Instrumentation for determination of inadequate core cooling Item II.F.2, would be tracked separately relative to Regulatory Guide 1.97 (Multi-Plant Action A-17).

= ' e Any changes on the above items are already reflected in the Technical Specification Upgrade Program (TSUP) and need to be tracked to completion by TSUP,

2. The Generic Letter item entitled Long Term Auxiliary Feedwater System Evaluation (II.E.1.1) has largely been covered in the TSUP. Specifically we conclude that the TSUP review of the safety related cooling functions has resolved the most significant concerns about the inadecuacy of your existing Technical Specificaticns. These items will be tracked to ~

cortpletion by the staff in the TSUP. We recommend that you carefully review the TER discussion of this item and the remaining concerns.

However, we consider this iten resolved in terms of the original Generic Letter request.

3. The TER concludes that you continue not to be in ccmpliance with the Generic Letter guidance on the following itens:

Noble Gas Eff'ient Monitors (II.F.1.1), and Control Room habitability Requirements (III.D.3.4).

We request that you review the TER discussion of these items. We will arrange a meeting with your licensing staff, and the contractor within the next 60 days to resolve these issues. Your staff should be prepared to address these itens at the meeting. No femal response is requested at this time.
