Proposed Technical Specification Changes For NUREG-0737 Items

Dear Mr. Johnson:
This letter is to propose changes to Sections 4.4, 4.10, 5.4, 5.10, 7.4, and 7.5 of the Fort St. Vrain Technical Specifications.
These changes were described in Reference 2 and are the result of Public Service Company's assessment of the applicability of NUREG 0737 Items II.B.3, II. F.1. 3, and III.D.3.4 to Fort St. Vrain.
These changes were originally scheduled for submittal by June 29, 1984, but due to other conflicting issues, Public Service Company requested an extension to July 31,1984 (Reference 1).
As committed in Reference 2, an additional amendment will be proposed for item III.D.3.4 within thirty days following installation of the testable Three-Room Complex HVAC HEPA filter, scheduled for completion October 1, 1984.

A summary of the proposed changes is provided in Attachment 1, the changes themselves in Attachment 2,-and an evaluation of significant-hazards considerations in Attachment 3.
In accordance with the new provision of 10 CFR 170, an application fee of-$150.00 is enclosed.
