The Commiss' ion has issued the e:, med Amendment No.10 to Operating License No. DPR-3 for the Yankee-Rowe Atomic Power Station. This ame idment includes Change No.115 to the Technical Specifications and is in response to your request dated May 13, 1974, supplemented ,

by letters dated September 5,1974, and October 4,1974.

As requested in your letter dated May 13, 1974, we have incorporateil pl:

This amendment involves the addition of limiting conditions for opera-tion and surveillance requirements for the diverse emergency core coolant injection actuation channels.

We have deleted Paragraph 4 of your license relating to the allocation of special nuclear material pursuant to Section 50.60 of the Cocmtission's !x regula tions. Since April 1967 when private ownership of special nuclear (:?

material was approved, we discontinued this provision in licenses. ~

However, this does not mean that your contractual agreement with the Commission is void. You will continue to work with our supplying office on the receipt and return of your special nuclear material.

Copics of the related Safety Evaluation and the Federal Register Notice b are niso enclosed. .
