SUBJECT:
STORAGE AND SHIPMENT OF SPENT REACTOR FUEL In recent discussions of cases where reactors such as Rancho Seco are going into decommissioning, I have heard discussions of alternative plans-for dry storage _ at sites or shipment elsewhere of the spent fuel.
I thought it might be useful to you to have a current list of the designs and equipment available for dry storage and shipment of spent fuel.
' Table 1 lists the current set of approved topical reports for dry storage at reactor sites.. The Surry plants have been licensed to use the first one listed (CASTORV/21),H.B.Robinsonhasbeenlicensedforthesecondone
' listed (NUHOMS), and now Oconee has been licensed for the seventh one listed (NUHOMS-24P).
Please note that all of these systems, except for.the fifth one listed (concrete vault), depend on the existence of the cask loading and unloading capability in the reactor facility, so that it is not practical to
.put the fuel into dry storage on the site and then dismantle all of the reactor facilities.
-At the present tin.e it would be difficult to ship spent fuel away from a site
.because of a lack of places to ship it. The General Electric-Morris facility is full, it has about 700 tonnes in wet storage.
In addition, there aren't many casks around to ship the number of fuel assemblies involved. The second o
l table attached lists all the casks now in service which are certified for shipment of power reactor spent fuel.
It is evident from the limited number
.of casks and their relatively small capacity that it would take years of shipping to empty a site like Rancho Seco which probably now holds 500-600 spent fuel assemblies.
