( .vn t' t OTrrKR CEEEE cont'D Jarsey Ceaeral Poseer 6 Liaht_.coseasy letter dated thev_S.1970 forwards Amen & merit me. 55 to their license applisettaa, Ammendment No. 55 roep.sts that Oyster Creek he perustted to operate at power levels up to 1690 W t. They regemet approval by July 1, 1970.

This is the first step ta plant sprating which will, bete

  • fully, evestwally go tr i930 WL.

The 1690 We power level was selected for the first step in pisnt uprattug since this power increase een be achieved within the framework ei the Oyster Creek FCSAA and subsequent i amendments by means of a small tecrease in rectre=1stien

' flow (87.), med a ens 11 reduction in the marianne alle, emble peaking factor. The startup test progree and piset operattag

' experience deseostrates that t.kese amm11 skanges are achievable .

8 Jersey central believes that, based on the evaluatiens and I stedies presented to Amer 4sent No. 55, operation of Oyster Creek Omit No. 1 at power levels up to and tacleding 1690 We presents so significant hasards considerations that have not been evaluated.

It is recommended that this proposal be discussed with the Regulatory Staf f af ter they complete their evaluation het before the licensee is euthorise ;o eperate at the j higher power level.
