Complete By letter dated May 17, 1995, Florida Power and Light Company submitted an application.to amend'the technical specifications (TS) for St. Lucie Unit 1.

The proposed changes would modify technical specifications related to the reactor coolant pressure / temperature limits.

The Reactor Systems Branch (SRXB) has completed a review of the licensee submittal and prepared the attached Safety Evaluation (Attachment 1) covering the areas for which SRXB has primary responsibility.

We conclude that the proposed TS changes regarding low temperature overpressure protection (LTOP) are acceptable. Our conclusion is based on the acceptance of the licensee proposed pressure-temperature limits for heatup and cooldown which are currently under review by the staff of the Materials and Chemical Engineering Branch of NRR. This safety evaluation is limited to the changes in limitations associated with the use of the high head safety injection pumps as the required boration flow path while shutdown.

Our Systematic Assessment of Licensee Performance (SALP) evaluation is provided in Attachment 2.

This completes the SRXB effort for TAC No. M92412.
