On May 12,1993, during a telephone conference call to discuss the review of GL 9006 for St Lucie, the NRC reviewer, Lambros Luis, requested FPL compare the PSL to a Non PORV CB l
P ant.

Lambros stated his position was that he felt PSL met the same safety enadivinna as the CB plants i
without PORVs (i.e., Waterfbrd & San Ono6e) because we had the saflety related charging and
.n,m y spray. PFL was asked to discuss how our system compared to Waterfbrd in response to the most limidag accident for the PORVs. This was the Less of al1 Foodwasst with a loss i
of offsite power. Could PSL respond to this event without the use of feed and bleed. PPL restated its position that we did not consider bleed & feed an issue and that feed & blood was l
planned to be resolved by the PRA and GL 88-20. Iambros stated that thejustification for this l
issue relied on the inclusion of feed & bleed in the regulatory analysis, i
FPL stated we were not familiar with the Waterford systems and the auxiliary feed water l
system, but did explain the PSL anvillary feedwater system and the redundancy built into the PSL APW system. FPL stated that our system was probably very similar to Waterford.

FPL sated we would look at a comparison of the PSL systems to systems in units almilar to l
Waterfbrd including HPSI, murillary spray, charging, and mur1Hary feedwater systems.
l The scope of the information provided was discussed with 1Ambros Luis and is similar to the information used for comparison in Table 3.2-1 of CEN 239 Supplement 2.
PPL prepared the attachments based on the review of the following documents:
