Technical Specification Change Request Regarding Diesel Generator Reliability, Testing, and Surveillance Your letter of July 10, 1985 proposed changes to the McGuire technical specifi-cations regarding diesel generator testing and surveillance in five areas:

(1) a change to separate the required 24-hour run of the diesel generator from an immediate test of the engineered safety features; (2) changes to action statements to be followed in the event of inoperable electrical power supplies pursuant to Generic Letter 84-15; (3) reduction of required testing, also pursuant to Generic Letter 84-15; (4) deletion of a surveillance requirement pursuant to Generic Letter 83-30; and (5) addition of alternate fuel oil testing

-criteria.

We are unable to process the proposed changes because of various deficiencies.

Your Attachment I, " Proposed Changes to Technica. Specification," includes numerous changes which are not flagged by a verti al line in the right-band margin of the page nor identified elsewhere in tert. The specific changes to which the various discussions within Attachment II, " Justification and Safety Evaluation," and Attachment III, " Analysis of Significant Hazards Consideration,"

are intended to apply are not identified or are only partially identified. The change to Specification 4.8.1.1.2.c.7) would result in an incoberent instruction because it violates parallel sentence construction. The proposed page renumbering would result in an unauthorized deletion of existing Specification 3/4.8.1.2. In Attachment III, the basis for each of the three standards from 10 CFR 50.92(c) should be provided separately and directly for each part of the license amendment request based upon your individual analyses pursuant to 10 CFR 50.91.
