AECM-86/0023 Mississippi Power and Light (MP6L) Company is submitting by this letter proposed changes to the Grano Gulf Technical Specifications and Facility Operating License NPF-29.
Two of the proposed changes are required by Operating License Conditions to be implemented prior to startup from the first refueling outage (2.C.(15), Scram Discharge Volume, and 2.C.(35), Post LOCA Vacuum Breaker Position Indicators). The proposed change to the liigh Pressure Core Spray System Actuation Instrumentation is required by Technical Specification Tables 3.3.3-1 and 4.3.3.1-1 to be resolved prior to restart from the first refueling outage. Of the three remaining changes, one is the result of a design change to correct the system designator for certain drywell chilled water valves and the other two changes are purely administrative in nature.
The design changes associated with changes proposed in this letter are scheduled for implementation not later than startup following the first refueling outage. As previously provided to MP6L on several Technical Specification changes involving design changen to the plant, the NRC is requested to issue the amendments with an open effective date and require that MP&L notify the NRC within 30 days of the ef fective date of impicmentation of the technical specification changes.
In accordance with the provisions of 10 CFR 50.30, three (3) signed origintls and forty (40) copies of the requested amendment are enclosed. The attachment provides the complete technical justification and discussion to support the requested amendment. This amendment has been reviewed and accepted by the Plant Safety Review Committee (PSRC) and the Safety Review Committee (SRC).

4 AECM-86/0023 Page 2 Based on the guidelines presented in 10 CFR 50.92, it is the opinion of MP&L that this proposed amendment involves no significant hazards considerations.
In accordance with the requirements of 10 CFR 170.21, we have determined that the application fee is $150. A remittance of $150 is attached to this letter.
