The enclosed Licensee Event Report number 97-005 Docket No. 50-295/DPR-39 from Zion Generating Station is being transmitted to you in accordance with the 10CFR50.73(a)(2)(1)(B), which requires a thirty-day written report when any operation or condition occurs that is prohibited by the plant's Technical Specifications.

The following corrective actions have been developed to prevent recurrence:

1.

Immediate Actions Both Units have been placed in cold shutdown with the reactor coolant systems at atmospheric pressure.

Operations is reviewing proposed evolutions to ensure they are 3roperly planned and executed.

31 ant evolutions are being limited to minimize distractions and to ensure proper focus on the task at hand.

Designated evolutions are being monitored by an assigned Senior e

i Manager.

The SE, the US, and the NSO involved were removed from licensed activities, The Qualified Nuclear Engineers (ONE) involved have been removed e

from independent reactivity management duties.

An Independent Investigation was initiated.
