COMMENTS-TRANSCRIPTS PREPARED BY FREESTATE REPORTING SERVICE AFTER SEPTEMBER 13, 1984 The following comments were solicited from the Board Chairman or Member on Freestate Reporting Service's transcripts after September 13, 1984:
Work Order #151 - Shoreham Proceeding, September 14, 1984 Judge Miller said the transcript was acceptable as the reporter made a special effort to get things right. He said it is a " hit or miss" situation with Freestate as to whether you get a good reporter or not. Their performance has been erratic.
Work Order #158 - Three Mile Island Restart, September 17, 1984 Judge Smith said this transcript was not good. Wrong people listed as speaking at wrong time, cover page incomplete, intro-ductory page incomplete. Judge Smith said this transcript does not meet the standard required for a hearing. This proceeding wts a prehearing and therefore, was not as critical but this type of work is unacceptable for a hearing.
Work Order #160 - Clinton, September 21, 1984 Judge Paris said this transcript was marginally acceptable. The name of the proceeding was missing on the cover, the Judges were listed as NRC staff, and the reporting was marginally acceptable.
Work Orders #161,165,166 and 167, September 21, 25 and 28 (2)
Judge Kelley is at a hearing in Charlotte, N.C. and was not available today to get his comments, however, he had told Pat Wilder that one of these transcripts was unsatisfactory but as all were telephone conference calls,.he did not want to return any for corrections. I will try to get his comments when he returns on October 12.

..6 Work Order #162, Three Mile Island Restart, September 24, 1984 Judge Smith said this transcript was satisfactory as a better reporter was assigned to this proceeding. He also made it known that the 9/17 transcript was poor quality reporting which he could not tolerate in this proceeding. This transcript was the first one out of six in this proceeding that was acceptable quality of reporting suitable for a hearing. One transcript was very bad, which might have been satisfactory for an informal telephone conference call but even that would be a close judgment as to whether it would be acceptable. Judge Smith suggests that Freestate has a basic flaw in the method used to report the hearings as the reporter who takes the hearing never sees the typed material even though a certification page is attached as the last page of a transcript.
