! Onofre Nuclear Generating Station, Units 2 and 3.

On July 22, 1982, SCE transmitted a letter to the NRC to satisfy license condition 2.c.(14).c of the San Onofre Unit 2 Operating License l NPF-10. This letter identified and described deviations of the SONGS 2 fire protection program from the requirements of Branch. Technical Position (BTp)

CMEB 9.5-1. Additionally, the letter identified inconsistencies in the Safety Evaluation Report relating to fire protection. On July 26, 1982, a meeting was held with the NRC staff to resolve staff questions relating to the contents of this letter. The resolutions to these questions are discussed below: *

! 1. Fire Detectors in All Zones Containing Safety Related Equipment Twenty three fire zones were identified which contain safety related equipment which are not equipped with fire detection. As a result of this meeting, it was agreed that fire detectors are not required in the following fire zones:

2. Stand Pipe Hose Stations in Fire Zones 28 and 45 The SER indicated that SCE had committed to the installation of stand pipes in Piping Penetration Area Fire Zohes 28 and 45. This SER statement is inconsistent with previous SCE commitments. It was agreed that the requirement exists for either fire detection or stand pipes in these zones.
3. Fire Dampers in Charging Pump Room Ventilation Ducts l The SER indicated that SCE had committed to the installation of fire dampers in the ventilation ducts penetrating the concrete walls of the charging pump rooms (Fire Zone 50). This is inconsistent with previous SCE commitments. Based on the agreement that a fire damper is required in the ventilation penetration duct for one of the three charging pump rooms, SCE commits to install a fire damper to meet this requirement.

4. Sprinklers for the Turbine Lab, Instruaent Repair Area, and Storage Rooms Adjacent to the Control P.oom The SER indicated that SCE had committed to install wet pipe sprinklers in these areas. This is inconsistent with previous SCE positions. The use of these areas has changed with the addition of the Technical Support Center (TSC). SCE commits to install fire detection and portable water fire extinguishers so that each room in the TSC complex will be equipped with a fire detector and a portable water fire extinguisher. This in combination with the existing standpipe hose station located immediately outside of the area assure effective fire fighting capability. Therefore, based on the above, the installation of wet pipe sprinkler systems in these areas is not required.
5. Fire Separation of Auxiliary Feedwater Pumps The three auxiliary feedwater pumps are each of 100% capacity. A curb to prevent the spread of oil fires and a missile shield separate one of the motor driven pumps from~the turbine driven pump. The area is protected by an automatic pre-action sprinkler systems. Therefore, a single fire could not disable all three 100%

capacity pumps. The addition of a sheet metal barrier between the second motor driven pump and the turbine driven pump would be detrimental to pump maintenance by further reducing the already limited access space available. Because of this, the addition of a sheet metal barrier is undesirable and unnecessary because existing fire protection assures that at least one 100% capacity pump will be unaffected by a single fire.

Agreement was reached on all other items in SCE's July 22, 1982, letter satisfying license condition 2.c.(14).c and these items are considered closed.

Because o'f the limited time which was available for evaluation SCE cannot commit at this time to completion of the above mentioned design changes prior to startup following the second refueling outage. SCE will provide the NRC with a firm schedule for completion of these commitnents by August 31, 1981 and will make every effort to expedite the completion of these changes once the schedule is established. .
