PROPOSED AMENDMEliT TO 10 CFR PART 2 REGARDING HANDLING M CAMERA MATERIAL NRR has reviewed your October 22, 1984 draft Federal Register notice regarding proposed amendments to 10 CFR Part 2. We find the proposed changes to be a reasonable approach to handling ,in camera material and offer the following comments.

1. It should be clear that when a disagreement between the Staff and a presiding officer over the disclosure of information has been certified to the Commission for decision, such information will be withheld from disclosure by all parties until the Commission has p;, f,,, j ,m decided the issue. We believe this is the intent as n-.N k stated on page 6, but it should be more explicit, particularly in Section 2.795j(b).
2. Also on page 6, it is not clear to us how the parties to the proceedings will be able to provide intelligent briefs to the Commission since the information has not been made available to them.
