Safeguards Regulatory Effectiveness Review at the Oyster Creek Nuclear Power Station The NRC's Office of Nuclear Material Safety and Safeguards (NMSS) is in the process of conducting a Regulatory Effectiveness Review (RER) at operating nuclear power plants. The Oyster Creek Power Station is scheduled for such a review during the week of March 24-28, 1986.

The purposes of the RER are to evaluate the overall effectiveness of the safeguards program and to determine whether existing safeguards regulations yield the level of protection intended by NRC. The RER supports the NRC's quality assurance program for safeguards, as it applies to both the Oyster Creek security systems and the NRC's regulations. The RER will complement but will be independent of the licensing and inspection functions. Specific details regarding the conduct of the RER, including identification of the team members, will be provided to you at a later date.

So that NMSS can prepare for the RER at the Oyster Creek Nuclear Power Station, you are requested to provide the information identified on the enclosed list directly to Mr. _ Robert Dube, Chief, Safeguards Evaluation Section, of that office by October 1, 1985. If you have any questions regarding this request, please contact R. R. Keimig of my staff at (215) 337-5255.

The response directed by this letter is not subject to the clearance procedures of the Office of Management and Budget as required by the Paperwork Reduction Act of 1980, PL 96-511.
