P0TASSIUM IOD?DE (KI) DP0 0F PETER CRANE In an April 16, 1990 memo from Jim Taylor to Eric Beckjord, subject as above, the ED0 requested that RES take two actions:

(1) update NUREG/CR-1433 by publishing a supplement to add new information and (2) prepare a Federal Register Notice informing the public of the revision of our previous analyses, announcing the publication of the NUREG/CR-1433 supplement, and noting our participation in the FRPCC re-evaluation of the Federal position regarding i

stockpiling KI.

In early May, I called the Center for Disease Control to understand their approach on developing a recommendation for the FRPCC (see enclosed discussion notes).

I understand that their activities to solicit input are now underway although the recommendation to the FRPCC may be delayed beyond July.

In any case, the recent information prepared to address the DP0 of Peter Crane as well as any other relevant information may be useful to the CDC. Thus, relevant information should be forwarded per note to Mr. Gray.

Additionally, in order for the public to have adequate notice of our ongoing activities and the relationship of those activities to the FRPCC re-evaluation of the Federal position, the Federal Register Notice needs to be issued in the near future, i.e., beforc7 N consideration of the issue. Thus, there is an incentive to proceed as quickly as we can to develop and issue the Federal Register Notice.

Summary of Discussion with Kent Gray Center for Disease Control - Atlanta, GA I

I called Mr. Gray on Thursday, May 3, 1990 to discuss CDC's current activities regarding the potential re-examination of issues associated with stockpiling of KI. Mr. Gray indicated that CDC does not have a study or re-examination underway and has no plans to do so. Currently, CDC is canvassing 15 to 20 experts knowledgeable on the issues associated with KI to solicit their input on whether or not they believe, individually, that the Federal policy regarding the stockpiling of KI should be reassessed. These experts are independent of those who participate in the FRPCC. The canvassing of these experts is expected to be completed on a schedule which permits CDC to provide a recom-mendation to the FRPCC in July on whether the Federal policy should be reassessed.

It is expected that the FRPCC will go along with any clear recommendation from the CDC, but if the recommendation is not clear, then the FRPCC may vote on whether or not to reassess the current policy on the stockpiling of KI.

l The input of expert opinion to CDC is on an ad hoc basis. This input is not viewed as part of an advisory group, and no attempt will be made to reach a consensus.

In fact, the CDC may strongly influence the recommendations and results from the ongoing discussions. Although there is no specific study underway with regard to experience from Chernobyl, he indicated that a number of the experts providing input are familiar with the Chernobyl experience.

concerning the panel review on thLsubject DP0 and your suggestions.

I agree with your proposed approach, i.e.Wto update NUREG/CR-1433 by publication of a supplement to add current information.

It is my understanding that the Federal Radiological Preparedness Coordination Committee (FRPCC) of the Federal Emergency Management Agency (FEMA), intends
