I, Attached please fimd test data that indicates that Tank 880 at Advanced Medical Systems,Inc.
i contains a component ofinsoluble Cobalt-60. The insolubility determination was made according to NRC-approved test methods following good sample collection, chain-of-custody and laboratory
(
practices. Although previous discharges from this Tank 880 have not shown insoluble Cobalt-60, these samples show well over 30 pCi/ liter insolubles, and should therefore be detectable in NRC samples as well.
,i As you know, the relevant regulation,10 CFR 20.2003, indicates that only material which is readily soluble in water or is readily dispersible biological material may be discharged. Therefore, a discharge of this Tank 880 would be a violation of 10 CFR 20.2003. The NRC should therefore prohibit its discharge.
Please let us know at your earliest opportunity what the NRC position is on the discharge of this tank which demonstrates insoluble Cobalt-60 in excess of 30 pCi/ liter. In the event that the NRC chooses not to prohibit its discharge, please give the District adequate time to pursue other avenues.
